Print on cardstock or stiff paper. Spray with fixative such as spray lacquer or laminate the final product to make the pinwheel water resistant. Attach loosely to wooden dowels with a small tack or nail. Leave enough space between the stick and the pinwheel to allow the wind to turn the pinwheel.
